Missile defence – need of the hour?

In a post cold war era, america still is going ahead with the missile defence project. The lone protest has come from russia, where as rest of the nations have opted to keep mum. Is america right in setting up a missile defence system, if its for its defence. Isnt north korea then justified in working on its nuclear programme?
